The Regulatory Commission of Alaska (RCA) has the authority, with some exceptions, to regulate public utilities engaged or proposing to engage in utility business in the state. Additionally, the RCA has the authority to regulate pipelines and pipeline carriers in the state. Practice in front of the RCA is a highly specialized area of law, with unique rules of procedure and evidence.
